In PostgreSQL, When do we get the error (Fatal: the database system is starting up)?

When we add data to the database, then it only stores the thread-ahead log, and all the data will not save until the next checkpoint.
If the server stopped suddenly, it loses access to the file systems, when you restart it takes a while to find the last checkpoint. If you try to access the server before it considers the previous checkpoint then automatically it shows an error message as “Fatal: the database system is starting up”.
