Is Creating Users Free In AWS?

Some of the AWS services are free of cost until a certain limit. This is called a free trial or AWS Free Tier. This is designed for the users to practically understand AWS Services at free of cost. When signed into AWS it gives you a Free Tier for a period of 12 months.
